Appendix G — Model Answer Bank for Common Difficult Questions Question Model ambassador answer Is hasbara propaganda? “People sometimes use the word that way. ReJEWenate’s method is public diplomacy and civic advocacy: we disclose who we are, use a source hierarchy, label uncertainty and correct errors. We do not use fake identities, fabricated evidence or hidden grassroots manipulation. Judge the method and the sources, not the label alone.” Do you speak for the Israeli government? “No.

ReJEWenate is an independent civil-society education program. I can cite government sources, but I identify them as government sources and I do not claim official authority.” Do you support the current Israeli government? “My ambassador role is not a party-political role. I can explain ReJEWenate’s approved positions and verified facts. Individual views about a particular government are personal unless the organization has formally adopted a position.” Is all anti-Zionism antisemitic? “No.

Anti-Zionism can be political, philosophical or religious. It can become antisemitic when it uses anti-Jewish conspiracy, collective blame, dehumanization or discriminatory hostility toward Jews. Context matters.” Are Jews indigenous to the land? “Jews have ancient origins, sovereignty, religious memory and continuous community ties in the Land of Israel.

Modern terms such as ‘indigenous’ can be used in different legal or academic frameworks, so I would define the framework rather than use the word as a slogan.” Are Palestinians indigenous / do Palestinians have deep roots? “Palestinian Arabs have deep local roots, community history and a developed national identity. Recognizing that does not erase Jewish history. Public diplomacy should not require the disappearance of either people from the historical record.” Was Palestine empty before Zionism? “No.

The land had existing Arab and other communities, towns, villages and institutions. Modern Jewish immigration and settlement occurred within an already inhabited land.” Question Model ambassador answer Are Israelis just Europeans? “No. Israeli Jews come from Europe, the Middle East, North Africa, Ethiopia, the former Soviet Union, the Americas and elsewhere, and Israel also has Arab and other minority citizens. The society cannot be accurately reduced to one origin.” Who started the 1948 war?

“That question compresses several phases and actors. Start with the UN partition decision, civil war in Mandatory Palestine, Israel’s declaration and intervention by neighboring Arab states, then examine specific actions. A one-sentence blame answer is not adequate history.” What is the Nakba? “Nakba, meaning catastrophe in Arabic, is the Palestinian term for the mass displacement, dispossession and social destruction experienced around the 1948 war.

An ambassador can recognize that history while also explaining the Jewish experience of war, survival and statehood.” Are settlements illegal? “This is a legal question. Major international bodies and many legal authorities regard Israeli settlements in occupied territory as contrary to international law; Israel has advanced differing legal positions. ReJEWenate should use a reviewed legal source packet rather than an ambassador’s improvised judgment.” Is Gaza occupied?

“The legal characterization has been debated especially after Israel’s 2005 disengagement and through later changes in control and war. Different international/legal authorities have reached positions based on effective-control analysis. I would use the current reviewed legal sources rather than state a slogan as settled fact.” What about the blockade of Gaza? “Israel and Egypt have imposed varying restrictions around Gaza, with Israel citing security threats including weapons and attacks.

Humanitarian and legal consequences are heavily contested. The responsible answer is to distinguish the facts of restrictions, their stated purposes, their effects and legal assessments.” What happened on 7 October 2023? “Hamas-led armed groups attacked communities and military sites in Israel, killing people and taking hostages; authoritative investigations have documented serious violations and abuses. Exact figures and hostage status should be taken from a dated current source pack.” Why are so many Palestinian civilians dying?

“Civilian suffering is a serious human concern. Questions of numbers, targeting, military necessity, precautions and legal responsibility require dated evidence and specialist analysis. I will not answer Palestinian suffering by denying it or by using an unverified number.” Does Israel have a right to self-defense? “States have security rights and duties under international law, but the legality of particular uses of force still depends on applicable rules and facts.

‘Self-defense’ does not eliminate obligations under international humanitarian law.” Are all Palestinians responsible for Hamas? “No. Collective responsibility is incompatible with our standards. Political support, coercion, citizenship/residence and individual conduct are distinct. Civilians must not be assigned organizational guilt merely by identity.” Are all Israelis responsible for their government? “No.

Citizens have political responsibilities in democracies, but they do not all hold the same views or personally control every state action. Individual accountability should not be replaced by collective blame.” Does Zionism deny Palestinian rights? “Zionism is a family of Jewish self-determination movements and does not have one mandatory answer to Palestinian rights. Different Zionists have supported partition, two states, territorial maximalism and other models.

Evaluate the specific political program rather than assume one universal position.” Why should there be a Jewish state? “The Jewish case emphasizes peoplehood, historical connection, centuries of persecution and the right of a people to collective self-determination and refuge. A complete modern conversation should also ask how such self-determination protects equality, minority rights and Palestinian selfdetermination.” Is Israel an apartheid state?

“That is a serious legal/political characterization used by some human-rights organizations and rejected by Israel and other analysts, with disputes over the relevant legal framework and territory/populations being compared. It requires a current, specialist-reviewed source packet; an ambassador should not reduce it to a slogan.” Is Israel committing genocide? “Genocide is a specific legal crime requiring legal elements and evidence.

Allegations and proceedings must be described accurately by reference to current court documents and qualified analysis. I will not substitute social-media language for a legal finding.” Why is criticizing Israel called antisemitic? “It should not be, merely because it is criticism. Our course says criticism of Israeli policy is not automatically antisemitic. We look for anti-Jewish tropes, collective blame, dehumanization and discriminatory hostility in context.” What if an Israel supporter uses anti-Arab or anti-Muslim hate?

“ReJEWenate rejects it. Jewish advocacy does not receive an exemption from human dignity. Hate against Arabs or Muslims damages both ethics and credibility.” Question Model ambassador answer My family says we were secret Jews. What do I do? “Document what you know: names, civil records, maternal/paternal lines, places, dates, family traditions and any communal records. We can help with educational/referral pathways. We do not declare status based only on an oral story.” Does Sephardic DNA prove I am Jewish? “No.

DNA can sometimes indicate population ancestry, but an ambassador should not treat it as a halachic or legal status determination. Qualified authorities review the relevant evidence and standards.” Can you guarantee I will be accepted for aliyah? “No. Aliyah eligibility is determined under current law and official procedures, and individual facts matter. We can help you understand/document the process and refer appropriately, but we cannot guarantee the result.” Why not answer every false post immediately?

“Because a response can amplify it, and speed can force us to publish before verification. We classify reach, risk and evidence. Sometimes the best action is to monitor, brief partners privately or not engage.” Why admit uncertainty? Doesn’t that look weak? “Uncertainty is part of professional credibility. A precise ‘we do not know yet’ is stronger than a confident falsehood that has to be retracted.” What if an official Israeli source says something disputed? “Attribute it as an official statement.

Official status makes it authoritative about what the institution says, not automatically independent verification of every underlying fact. Seek corroboration where the claim is contested.”
